Declaration addressed to the Governments of Latin America

eCienciaAL - Logo Scientists, representatives of some Governmental agencies and of the Latin-American NRENs, who met in Lima in the framework of the CLARA Workshop: "Strategic Agenda for e-Science in Latin America", suggest to the authorities of the countries of the region to create the "First Framework Programme for the Development of Science and Technology in Latin America".

Declaration addressed to the Governments of Latin America

Gathered in the CLARA Workshop: "Strategic Agenda for e-Science in Latin America" we, the participants, have agreed to suggest to the authorities of our countries to carry out the pertinent actions in order to create the "First Framework Programme for the Development of Science and Technology in Latin America". The experience of the European Union which is carrying out its Seventh Framework Programme (with an important financing budget), shows that the concept is powerful and successful.

We are convinced that Latin America needs the development of education and science to reach the progress of its societies and its truly political, cultural and economic independence. We are also convinced that our future as a region depends on our unity and decision, and that we do not have to wait from others what we are not be willing to do. Without any doubts, a serious position will help to strengthen the relationship with the rest of the world, not from dependency point of view but from a collaborative one.

We propose the adoption of a resolution about this matter during the next Presidential Summit, this should be followed by the creation of a technical commission in charge of the elaboration of this proposal.
