D4D Hub podcast highlights the role of BELLA II and RedCLARA in digital cooperation between Europe and Latin America
Digital cooperation between the European Union and Latin America and the Caribbean is the central theme of the podcast series “Signals from the European Union and Latin America and the Caribbean”, an initiative launched by D4D Hub in collaboration with Futuro Público, which explores key experiences, lessons learnt and projects for a digital transformation based on shared values.
Over seven episodes, the series offers a comprehensive overview of the progress of the EU–LAC Digital Alliance, addressing topics such as digital governance, investment, data, cybersecurity and connectivity. Within this framework, the fifth episode focuses on the BELLA programme and the strategic role of RedCLARA in strengthening connectivity that goes beyond technical infrastructure to become an effective enabler of bi-regional cooperation.
In the fifth episode, Luis Eliécer Cadenas, Executive Director of RedCLARA, explains how meaningful connectivity is a central element in the development of inclusive digital ecosystems. From this perspective, connectivity is no longer understood solely as a technological issue but is instead conceived as a strategic infrastructure that enables universities, research centres, governments and communities to access key capabilities to actively participate in the digital economy and international scientific cooperation.
The episode highlights that BELLA II represents a decisive step towards this vision, by consolidating a digital infrastructure that connects both regions and enables the exchange of knowledge, data and advanced capabilities, thereby strengthening the links between science, education, innovation and public policy in the bi-regional space.
The series highlights that digital transformation between Europe and Latin America is only possible when connectivity translates into concrete opportunities for people and institutions. In this context, BELLA II and RedCLARA emerge as key players in ensuring that digital infrastructure aligns with objectives of sustainable development, inclusion and cooperation based on trust and shared democratic values.
The podcast is aimed at public policy makers, academic communities, innovation stakeholders, the private sector and international organisations, and seeks to foster a dialogue that drives joint action and tangible results on the EU–LAC digital agenda.
