The CEO of FIWARE Foundation, Ulrich Ahle, and the Executive Director of RedCLARA, Luis Eliécer Cadenas, on behalf of the respective entities, signed a cooperation agreement, in the framework of the "9th FIWARE Global Summit", held in June, in Vienna (Austria).

The agreement establishes the basic principles of cooperation for non-commercial activities, including research and training projects, programmes and dissemination activities, and has a duration of one year, automatically renewable for similar periods, unless one of the parties gives notice of termination.

The parties aim to promote technology standards that improve the quality of services in a city, country or region, with transparency, best practices and citizen participation and are interested in collaborating in areas such as building ecosystems in smart cities, agriculture, water, and smart industry, providing guidelines on how to use FIWARE technology for open standards.

On the occasion of the closing ceremony of the TICAL2021 Conference, last September 2, the Executive Directors of CEDIA (Ecuador), CUDI (Mexico), REUNA (Chile) and RNP (Brazil), with the mutual conviction that the Security of Information is of great value to institutions, signed a Memorandum of Understanding (MoU) with RedCLARA for the creation of the Cyber Security Group of NRENs in Latin America.

 

The agreement aims to “facilitate the implementation of specific activities, with the objective of establishing the minimum requirements for the identification, establishment, coordination, development and implementation of the Cybersecurity Group, through collaboration between RedCLARA's member networks in the Information Security and Cybersecurity areas”.

will initially make up the Group's Coordination Committee, with the aim of reaching agreements on the principles and conditions under which cooperation for the creation and implementation of the Cybersecurity Group will be held, and on the inclusion of new member networks of RedCLARA.

According to the MoU, cooperation may be carried out through joint project planning, coupling of developments in the areas of Information, Security and Cybersecurity, Cybersecurity certification for member institutions, development of security tools and services in cybersecurity, cybersecurity training and awareness programs, and alliances with organizations and manufacturers, among others. The Group may also incorporate other lines of action that are important and useful for RedCLARA's member networks.

Durante la primera semana de octubre de 2022 se realizó la firma de un Memorándum de Entendimiento entre la Autoridad de Sistemas de Información de la República de Estonia (RIA) y RedCLARA con el objetivo de promover la cooperación en materia de ciberseguridad entre las dos partes.

En la firma del acuerdo, las instituciones fueron representadas por sus directores Margus Noormaa y Luis Eliécer Cadenas. El compromiso es cooperar por un periodo de tres años en temas como habilidades en seguridad cibernética, intercambio de mejores prácticas, desarrollo de capacidades y entrega operativa.

Los esfuerzos se canalizarán a través del proyecto EU CyberNet, implementado por RIA, lanzado con el propósito de fortalecer la entrega, la coordinación y la coherencia globales de los proyectos de desarrollo de capacidades cibernéticas externas de la UE. En este ámbito, y con el objetivo de proporcionar asistencia técnica a los países socios en el campo de la ciberseguridad y el ciberdelito, EU Cybernet administra el Centro de Competencia Cibernética para América Latina y el Caribe (LAC4), inaugurado en mayo de 2022, en Santo Domingo, República Dominicana. El acuerdo visa, además de los temas citados arriba, la promoción de la misión del proyecto LAC4 y EU CyberNet en eventos y foros internacionales, y contribuir a la identificación de las necesidades de desarrollo de capacidades cibernéticas y el desarrollo de los planes de estudio de capacitación de LAC4 y otras actividades para apoyar los esfuerzos de seguridad cibernética de Latinoamérica y el Caribe.

The European Consortium for Biodiversity and Ecosystem Research Infrastructures, LifeWatch ERIC, represented by its CEO, Christos Arvanitidis, and the Latin American Cooperation of Advanced Networks, RedCLARA, represented by its Executive Director, Luis Eliécer Cadenas, signed a Memorandum of Understanding (MoU), for the coordination and development of cooperation activities to promote science and research in Europe and Latin America and the Caribbean.

Signed on December 2023, the agreement sets out specific lines of collaboration, such as the development of a common agenda for participation in key events, the generation of joint proposals for grants or lines of funding and reciprocal collaboration in virtual research laboratories, including access to MiLab, managed by RedCLARA, and Virtual Research Environments (VREs) developed by LifeWatch ERIC.

Recognising the different technical characteristics of the environments, the entities committed to generate specific agreements to ensure compatibility, especially in data loading, management and processing, so that the platforms and systems of both institutions were interoperable and facilitate the efficient flow of information, within the framework of the FAIR (Findable, Accessible, Interoperable and Reusable) principles in all shared data, services, VREs and other research products. Regarding the blockchain, the MoU establishes that the entities will share knowledge, experiences and best practices to strengthen their capabilities and jointly advance in the adoption and adaptation of solutions that respond to the current and future needs of the scientific and technological community. The agreement endorses the shared vision of innovating and collaborating for a more secure, transparent and efficient data management.

Specifically, the commitment established is designed to analyse and study blockchain environments that the parties are currently promoting - "LACChain" by RedCLARA and "LifeBlock" by LifeWatch ERIC -, to identify synergies, learning and collaboration points, through mutual development opportunities that allow them to optimise and enhance the use of this technology. In addition, the MoU establishes the creation and strengthening of a Regional Training Platform for the technological tools and solutions offered by LifeWatch ERIC for Latin America and the Caribbean users.

One of the main areas of scientific collaboration will be centred on addressing the challenges associated with climate change, given the relevance of this problem in today's world. The agreement establishes a framework for scientific collaboration through advanced infrastructures focused on this issue, which will strengthen the research capabilities of both institutions and the scientific community in general.

LA Referencia, RedCLARA and the Research Data Alliance United States (RDA-US) signed -during September 2021- a memorandum of understanding (MoU) that formalizes their relationship. The organizations will seek the establishment of the implementing principles of openness, consensus, inclusivity and harmonisation to build a social and technical infrastructure that enables open sharing and re-use of research data between regions to improve communication, to facilitate the exchange of resources, and technical capabilities.

 

Some of the primary lines of action of this memorandum will include: 

  • Facilitating national and transnational engagements, including the incorporation in Interest Groups and Working Groups or the creation of these to address data-related issues critical to LA Referencia and RedCLARA research community and the public at large.
  • Promoting the organization of events and training to support the adoption of best practices in research data management across Latin America and Spain.
  • Supporting the development of shared services and common standards, including policy development, capabilities and infrastructure interoperability requirements.
