The Awards Council released the call which is open from June 14 to October 15, 2013. Through this award, the government of Mexico recognizes the scientific work carried out by active researchers in Central America, South America, the Caribbean, Spain and Portugal and enhances the relationship between their scientific communities.

According to the published bases, the Prize has been annually awarded to a person of recognized professional prestige who has contributed significantly to the universal scientific knowledge or to the technological advance, whose scientific work has a great international impact, and above of it, that has established a school or significant human resources, giving special attention that the work done has been developed predominantly in institutions located in the countries of the region.
